Background

As the 21st century has become the Information Age, many people believed that technology would finally lessen the gap between the rich and the poor. To produce a stronger and stable economy and a cohesive society, we need to provide an equal environment for the young people, and this could be achieved by the full access to information.

The American president believed that instructors must help learners be prepared for the challenges of the new century. However, it seemed that so many schools and communities lacked the needed resources. In response to this challenge, leaders of wealthy countries, like America, began to look for the necessary funding for the infrastructures. The America government made an unprecedented promise to connect all schools and libraries with the information highway.

On the other hand, a group of leaders, mainly from the education and librarianship, published a report on their own view of the new Information Age, which was called the American Library Association Presidential Committee on Information Literacy: Final Report.

In the report, the author concluded three aspects, which are:

(1) explain the huge impact of the information explosion on people

(2) emphasize the need for people to become information literate

(3) stress that the nation’s economic independency and quality of life are becoming independent on its citizens becoming lifelong learners

Definition

ICT :  Information and Communications Technology

By using ICT, people are able to find, process, analyse, present and disseminate ideas and information and to make informed judgements on its effects on the individual and on society.

Information Literacy:

In its broadest sense, information literacy refers to the ability to access and use a variety of information sources to solve an information need.

To be information literacy, people must:

Recognize when information is needed;

Have the ability to locate;

Evaluate;

Use the needed information effectively.

After all, information literate people are those who have learned HOW TO LEARN. Because in the ever-changing environment, people need more than just a knowledge base, they also need techniques for exploring it, connecting it to other knowledge bases, and make particular use of it.

Importance

As you know, we are now living in the information age, therefore, the ability to use ICT is indispensable. In the future, ICT can be found in various forms and guises doing diverse jobs in practically every sector around us—in our homes; in our places of work; in our places of entertainment and even in the places we shop in. Not only that, the capability to make optimal use of ICT in a variety of environments is leading to more attractive job prospects and better life changes. ICT make an important role in the development of cognitive. However, in ICT-rich environments, people must develop new forms of learning, including the types of self-managed and cooperative learning for successfully contributing to the information economy and for lifelong learning. Lastly, ICT would foster people to be information literate. So ICT is necessary for us to develop our 21st century learning skills.

Now, it is very clear that how important ICT is for people, we believe that in the future, every one will and must become information literate, the society will have a big Revolution.

Suggestions

To develop ICT, especially into our country, we have sum up some suggestions. There are 3 aspects we can improve:

1/teacher training:

●    Teachers should be trained to acquire information consciousness, for example, give message on line, communicate via the internet.

●    Teachers should teach students to use computer by themselves, therefore, the both sides in learning will be able to interact through the computer.

●    Teachers should not only be able to use media, but also should be able to use media in his or her instruction. He or she should know how to integrate learning materials and how to design a process of learning.

2/technology:

●    Without high-quality software, computer alone do not help students meet challenging academic standards.

●    Modern multimedia computers in the classroom.

●    Access on-line. Every classroom must be connected to the information superhighway, and effective and on-line learning resources will be an integral part of every school’s curriculum.

3/learning with ICT

●    E-learning is increasingly converging with other tools, providing managers with a unified view of financial, customer and employee information.

●    Webquest of either short or long duration are deliberately designed to make the best use of a learner’s time.

●    Blending learning provides various benefits over using a single learning delivery medium alone.

In brief, the basic objective of education is for each student to learn how to identify needed information, locate and organize it, and present it in a clear and persuasive manner. As Lenox states, educators need to shift their emphasis from acquisition of a product to execution of a dynamic process. Student need to be transformed from passive information gatherers to active, participating knowledge finders.
